feat(nvim): phase 2 — replace nvim-notify and dressing with snacks

Enable snacks.input and snacks.notifier modules; remove the
now-redundant nvim-notify and archived dressing.nvim specs.
Notifier preserves the prior icons and 3000 ms timeout.
